thank god. I hated the transfer between terminal 2-3. I was once rejected from T3 immigration solely because I arrived in T2. My reason to go to T3 is because it is not too crowded, now with budget airlines moving there - and I did not have checked luggage)

I have cleared immigration from T3 a number of times when I arrived in T1 or T2 because the other two (especially T1) sometimes had queues to rival BKK, and I didn't have checked luggage. I wasn't stopped, and neither were others who did the same, so I don't think it matters where you arrive. In your case, the immigration officer(s) may have been having a bad day.

yes, that's what I found very weird. Normally I was allowed out, but not my last experience. Since then, I would not waste my energy that way. Definitely, the officer looked like as he was having a bad day. I tried to justify why I should be allowed out there, but his response was "your name was not on our system, please go to your arrival terminal". Trying to fool a frequent visitor to singapore, was he?
