Affordable hotels in Singapore

Hello! What times of the year are hotel rates in Singapore fairly reasonable? I notice that hotel rates you can get for < S$150 nett in Europe (even Paris and London) are far rarer in Singapore. It seems one is lucky to get a mid-range hotel for S$300 nett. So when and where could one get a reasonably priced hotel if they want to stay in the country?

Also, are Hotel 81 and Fragrance suitable chains for saving money?
